My Lord,

I have the honour to forward for such action

as Your Lordship may consider necessary the accompanying copy of a report by the analyst of the Imports and Exports Department of this Government on an attempt to import as Scotch whisky a spirit made in France and covered by a certificate of age relating to brandy, the goods being shipped as brandy. It is understood that the Chinese firm to whom the goods were consigned ordered whisky from the French firm who represented themselves as agents for a brand of whisky made in Scotland. Pemission has been refused to the consignees to remove these goods from bond

for local consumption.
